aerial photography. Digital mapping. If you look at the history of that aircraft, it flies around the country flying patterns exactly like that, for a company called Midwest Aerial Photography.

I agree, aerial survey. A company was doing the same thing here in SW FL and that's what their flight patterns looked like.
