I wonder why that he must submit to DNA testing?

It has little to do with the crime he (allegedly) committed. It has more to do with building a database of the DNA of every living soul within the scope of their jurisdiction. It can be cross-checked against DNA found at any crime scene. So they can match it to the DNA on a cigarette butt found at a crime scene on a street in Peoria Il 3 years ago.

Maybe need his DNA to match DNA on the laser for prosecution purposes so there is no doubt he handled it. Just guessing -- been watching too much Abby on NCIS. LOL.
