Would be better to make use of the balloons as temp infrastructure; i.e. use the properties of the long duration of a balloon to maintain flight with some drone (automated?) like ability to “circle” a known location (power via solar/battery/other source) to provide (usually) temporary coverage. Nothing like having a portable repeater or base station at height to cover an area vs. having a low level tower; weather will always be an issue.
