Proposed $77,000 civil penalty against National Air Cargo Group

I still have to wonder how they determine the amount of these fines. I had a retired PanAm driver tell me that even though PanAm bought National that he lost seniority although they bough National.
Sounds like the old days of National airlines and there cowboy ways didn't pay off. Until PAN AM had taken them over.
