I thought they had 3, all leased; sounds like the lease had spares/backups in it that didn't materialize.

That appears to be exactly what happened in this particular case. If the lease contract called for additional aircraft, PEOPLExpress may be able to recoup some of their losses, but they still bear some responsibility for their woes.

PEOPLExpress temporarily suspends service, plans to resume service soon

PEOPLExpress today announced that it is temporarily suspending service effective immediately and plans to resume service on or about Oct. 16.
