The funding aspect of this certainly makes it a more interesting story than the wire article last week that didn't mention the money changing hands.

I read the story twice and I'm still not sure I understand what ADS-B does?

Sweat, Basically ADS-B plots the position of an equipped aircraft on a controller's screen, without radar. The aircraft transmits it's own position.
