Booms just seem more problematic than Drogues.

Booms deliver fuel at a much higher rate of flow and AF refuels bombers, the Marines and Navy refuel in significantly lower quantities per aircraft and thus can refuel two F18's with drogues in less TOS than one B1B or B52.
