The article is unclear. Was it a collapsed gear or flat tire? If the fire crews were not needed, it seems like it may have been just a flat tire. However they mention collapsed gear twice.

Interesting that they diverted to Corpus . . . they weren't that much farther from IAH.

Houston was experiencing rain throughout the day, so it might have been safer to divert elsewhere with better weather if they had any concerns about gear or braking ability.

From the logistics point-of-view, if they caused a runway at Houston to get shutdown for an extended period of time then that could be pretty costly in terms of other delayed flights, though we'd all like to think such things don't come into play.
