Two AI aircraft come close to midair collision

A Mile Separated The Planes Over 500 people had a close shave when two wide-body aircraft of Air India came perilously close to each other while flying into the city . Timely action by pilots of the two Boeing 787s averted a tragedy , close to the site of the midair collision that took place at Charkhi Dadri two decades ago. The ATC has been derostered.
Was the procedure adopted by the ATC soooo wrong?
The leading AC was at 220 and the one following was at 210. So it was logical to ask the leading AC to descend for the sake of landing UNLESS the situation demanded that the following AC was to land first ! But that does not seem to be the case.
The distance between the two ACs is alleged to be about a mile.
So, prima facie , was the safety really given a go by ?
Which of the two ACs had the priority to land first , the leading AC or the lower AC ?
Change of flight altitude by one AC is bound to cross path of the other . While going up or going down. No ?
Queries from a non pilot having some operational / management common sense.

Not enough information. If the higher ac was given a descent clearance then the lower following ac would have had a speed restriction. Mixed up idents happen frequently in India, however more to the point would be: what were those four pilots looking at on their TCAS display units and when given such an ATC clearance, why did they not question it? Assuming they were both on the same STAR they would have been just following each other. Situational awareness is mandatory in this region.
