Plane that crashed into ocean went silent for final 2 hours

Just curious, if he was on an IFR flight plan, and wasn't responding to ATC for 2 hours, heading eastbound on the day before 9/11, wouldn't a military intervention be launched? Not that a military intercept could have done anything for the pilot........just curious.
