We can say cover up, or assign all sorts of ulterior motives to things, but it's been my experience to never attribute to malice, that which can be attributed to stupidity.
Well, you say stupidity but I wonder if it's just more of flat out not caring, or thinking that somebody else will do it.The article did outline that OTHER THINGS GOT FUNDED so while this was identified, somebody else got the money and this fell thru the cracks.
