The Registration info claims it is a corporation:

(Corporation)
but they are running this you see in the pic with a sign that says "Civic Patrol"?. So civic patrol run by some KGMO fictitious name?, or contractor?. Either way, this is one of the notorious Cessnas flying over homes repeatedly in Summerlin area (west- Las Vegas), absolutely out of control and abuser of sky!!
