What does that livery represent?

The flag of the state of New Mexico.
This aircraft is titled "New Mexico One." Southwest has numerous special "state flag" liveried aircraft.
"Nevada One," "Colorado One," "Tennessee One," "California One," "Florida One," "Arizona One," "Maryland One," "Illinois One," "Lone Star One" (Texas), etc. "Lone Star One" has been OOS for a couple of weeks; the paint was looking pretty weatherworn so it is probably being redone and the new tail colors added.
