FlightAware won't do anything about it though. Stolen shots abound and are left up even when reported.

Jimmy, in my experience FlightAware does take action regarding copyrighted photos. For action to be taken, you must report who has the copyright and provide a link to website featuring the copyrighted photo. Unfortunately this SR71 photo is not copyrighted.

True, the military releases most of their images into public domain. However, FlightAware's TOS say that the photographer must own or have rights to the image. So, even it is public domain it is still violating the terms and is unethical. The photo section is supposed to be about 'Look at this good photograph I took', not about 'Look at this great photo I found on the internet.' And, FlightAware has not deleted some photos that are copyrighted and reported as such. I've seen numerous ones like this. However, I don't report military public domain photos because of the very point you made.
